They are IT technicians or superfied hackers, those who hack illegally. They are the hackers who do ethical hacking, which is illegal hacking, and they are the people who use it illegally. Those are the people who use it in an illegal way, and that's what they are doing. They are the people who know codings and everything and commands, and that's how these people made your IP private.
