The concern is that Fianna Fáil and Fine Gael, with a total of nine members on the county council, could control decisions with the chair's casting vote, giving them a majority. This means they could prevent any nominations from moving forward if the majority of 10 councilors decide against it. My concern is that because of the fact that both Fianna Fáil and Fine Gael, in total, they have nine members on the county council, and the chair of the council, which is Fianna Gael, would have a casting vote, so that would give it 10, and there are 18, so the Fianna Fáil-Fine Gael would carry a vote, and the situation that's presented is that if the majority, which in this case would be the both bigger parties, the 10 councillors, would have the franchise over whether or not there should be any nomination put forward. So in other words, if the 10 say no nomination goes forward, then that could be a ruling of the council.
