Signals with shorter wavelengths, such as C-band or X-band, are affected by atmospheric components like heavy rain and fog. However, these influences are small compared to other wavelengths. Radar data, specifically Synthetic Aperture Radar (SAR) data, can penetrate clouds, allowing us to observe the ground even during typhoons or storms. Here is the figure about the relation between attenuation and wavelengths. We can see only signals with shorter wavelengths are affected by atmospheric components. For example, C-band or X-band signals are influenced by heavy rain and fog. However, the influences are still small in comparison with other wavelengths. So radar data or we can say SAR data can penetrate the cloud. Even if there is a typhoon or storm, we still can use SAR data to observe the ground.
