The last Russian emperor wasn't actually Russian. Let's prove it. Assume Peter I was 100% Russian. Starting from the 18th century, all rulers from the Romanov dynasty married foreigners. Therefore, Peter's grandson, Peter III, was 25% Russian. Alexander I, the great-grandson, was 6.25% Russian. Alexander III, the great-great-grandson, was 1.5% Russian.
