A busy man is frustrated with the bureaucracy at the central office. He used to be able to manipulate permits but now they want more. He believes the Valkyria thugs are con men and the citizens are blind to their lies. He suspects they took the prayer wheel to undermine faith and prove the storm is a coincidence.
