Redress payments for victims of child sexual abuse will not be counted as assets in aged care assessments starting from January 1st. Embattled airline Rex has received an $80 million lifeline from the government. The federal government is providing $28 million in funding to help save the Morgian Skate from extinction. New laws in Victoria will impose jail time and massive fines for trading in black market tobacco and vapes. Good morning, I'm Laura Devoy. Redress payments provided to victims of institutional child sexual abuse will not be considered in financial assessments for aged care. From the 1st of January next year, redress payments won't be considered an asset for the residential aged care subsidy, meaning survivors will be able to keep lower aged care fees. More than 17,000 payments have been made to survivors through the National Redress Scheme. Social Services Minister Amanda Wishworth told the ABC survivors won't have to disclose their abuse again. They won't have to explain it again when they go into aged care. It might be 5, 10, 15 years since their redress payment. If they've given permission, then there will be an automatic matching of data and that asset will be automatically minused from their means testing. Embattled airline Rex has been thrown an $80 million lifeline. The Commonwealth funding will go towards keeping Rex's regional routes during an extension of the voluntary administration process. Interstatement Transport Minister Catherine King and Workplace Relations Minister Murray Watt say the government has also agreed to grant former Rex employees early access to the share entitlements guarantee. Rex's administrators plan to apply to the Federal Court to extend the voluntary administration to the end of next June. The Federal Government has announced $28 million in funding to help save the Morgian Skate from extinction. The skate's only known habitat, Macquarie Harbour on Tasmania's west coast, is under threat by salmon farming. The Federal Environment Minister is currently considering a request to expand salmon farming in the harbour, but scientists say it's contributing to the skate's decline. Speaking in Devonport, Agriculture Minister Julie Collins says the funding will help offset the effects of human activities and improve breeding and monitoring. Over $20 million is for oxygenation and improvement in Macquarie Harbour in terms of the water quality. There's also, of course, the funding for the Morgian Skate Breeding Program which happens at the facility at IMAS in Taroona. This will allow this program's certainty to be able to continue and we've seen great success with the Morgian Skate Breeding Program today. Victorians who trade in black market tobacco and vapes will face jail time and massive fines under planned new laws. The State Government will introduce long-awaited legislation to Parliament to establish a tobacco licensing scheme. It will also set up a new tobacco regulator in a bid to crack down on illegal sales. Under the proposed laws, individuals face up to 15 years in prison or fines of more than $355,000, while businesses could face fines of more than $1.7 million. South Australian police will today escort an elephant from the airport to her new home in Monarto, east of Adelaide. Burma, the Asian elephant, will leave the airport in a heavy vehicle at about 5pm and will travel through the metropolitan area and along the south-eastern freeway. The 42-year-old has flown in from New Zealand and is one of five elephants expected to move to the Monarto Safari Park by the end of next year. Turning to sports, Alexander Zverev and Kasper Ruud have both recorded wins in the ATP finals this morning. World number six Ruud defeated the world number three Carlos Alcaraz 6-1-7-5. Zverev, ranked second, defeated the eighth-ranked Otto Riblett 6-4-6-4. In the doubles, Australian Matt Ebden and his partner Rowan Bopana went down to the fourth seeds in straight sets.
