Bangor code officer Jeff Wallace admits he did not check ICC Evaluation Service reports for materials used at Bradford Commons to ensure the materials were proper and installed correctly. He then refuses to check them when informed that the contractor didn't follow the reports. He also shows that he doesn't realize that ICC Evaluation Service reports supplement the building code and that a failure to follow the reports is a building code violation.
