Bangor code officer Jeff Wallace admits nobody from code enforcement inspected the Bradford Commons rehabilitation work. He also admits that he did not inspect when he discovered that a subordinate hadn't visited the site. Wallace then tries to blame a resident of the complex for his failure to inspect, claiming that he had offered to inspect with the resident. Wallace had never made such an offer.
