Two different recordings, yet the exact same sentence? (I've heard this sentence multiple times)

This audio is from two separate recordings, both recordings used the same AM radio static from a video that is available on Youtube. I am still not clear to what is being said, all I know is is that I have heard this same sentence several times now. If anyone can help (although everyone hears differently) I would appreciate it.
