The plan consisted of three phases. The first phase involved deep drilling to extract water, but it wouldn't meet the entire water demand at that time. The second phase aimed to pump water from the Jordan River to the Leab Desert. The third phase involved building a national aqueduct with reservoirs, pipelines, and infrastructure.
