The plan consisted of three phases. The first phase involved deep drilling to extract water, but it wouldn't meet the entire water demand at that time. The second phase aimed to pump water from the Jordan River to the Leab Desert. The third phase involved building a national aqueduct with reservoirs, pipelines, and infrastructure. Este plan contaba en tres fases. La primera fase, que era la extracción de agua mediante perforación profunda, que este plan iba a ser útil, pero no iba a cumplir con toda la demanda de agua que se necesitaba en ese momento. La segunda fase, con un objetivo de bombear el agua desde el río Jordán, que es el río más importante de Israel, y se intentaba llegar desde el sudeste hasta el desierto del Leab. Y la tercera fase, que era la construcción de un acueducto nacional, el cual requería embalses y muchas tuberías y mucha infraestructura.
