In 1855, a conflict between East and West Wapaka over the county seat was resolved. West Wapaka confirmed Mellon Chamberlain as clerk and upheld the 1853 vote naming Wapaka as the county seat. East Wapaka declared Waupaca as the rightful county seat. The conflict seemed to ease when the board adjourned to Waupaca. Hostilities came to a head in the fall of 1855 when boards of East and West Wapaka met simultaneously. Western Wapaka reconfirmed Mellon Chamberlain as the rightful clerk of the board and the validity of the 1853 vote which named Wapaka as the county seat was also reaffirmed. Eastern Wapaka, at the same time, declared Waiowega the lawful county seat by canvassed vote. The board adjourned to Waiowega and this seemed to be the beginning of the end of the hostilities.
