Conference committee action involves several steps: calling for conference, selecting conferees, conferees' authority, and the conference report. The chamber that approves legislation first requests a conference when there are disagreements with amendments made by the second body. The Senate President designates members of the Senate panel for the conference committee. Conferees have limited authority to address disagreements between the chambers, but cannot delete or create new provisions. They aim to reconcile differences while ensuring their chamber accepts the compromise. Finally, a conference report is written, explaining changes made and actions taken. The committee's work is then submitted for approval. For the conference committee action, first we have the calling for conference, second the selection of conferees, third the authority of conferees, and lastly the conference report. For the calling of conference, the chamber can request a conference once have considered the same legislation. Generally, the chamber that will approve the legislation first will disagree to the amendments made by the second body and will make a request for the conference to be convened. Second will be the selection of conferees. The Senate President shall designate the members of the Senate panel in the conference committee with the approval of the Senate.
