Rabbi Levi explains that in every month of the summer, God intended to give Israel a festival. In the month of Nissan, He gave them Passover. In Iyar, He gave them a smaller Passover. In Sivan, He gave them Shavuot. However, in Tammuz, He intended to give them a great festival, but because the Israelites made the golden calf, the festivals for Tammuz, Av, and Elul were canceled. When Tishrei came, God compensated them with Rosh Hashanah, Yom Kippur, and Sukkot
